Higher Educational Leaders of Taiwan and the Philippines Gather in Kaohsiung Forum on Sustainable Partnership for Educational Mobility

The “2019 Taiwan - Philippines University Presidents’ Forum” takes place at the National Sun Yat-sen University (NSYSU) in Kaohsiung from July 7th - July 9th, 2019. The forum is jointly organized by the Taiwan Education Center (TEC)-Philippines and the Philippine Association of State Universities and Colleges (PASUC), with support from the Ministry of Education of Taiwan. Over 146 university Presidents and delegates attended the event. Among the honourable guests are Dr. Perfecto A. Alibin, Commissioner of the Commission on Higher Education (CHED) of the Philippines, Mr. Andy Cheu-An Bi, Director-General of the Department of International and Cross-strait Education of Taiwan’s Ministry of Education (MOE) and Dr. Huey-Jen Jenny Su, Chairperson of the Foundation for International Cooperation in Higher Education of Taiwan (FICHET).

The delegates are welcomed by NSYSU President Dr. Ying-Yao Cheng and PASUC President Dr. Tirso A. Ronquillo. As the theme for this year’s forum is “Creating Sustainable Partnership for Educational Mobility in the Asian Region,” President Cheng speaks of international cooperation among higher education institutions as an integral part of making changes in Asia, especially through the collaboration in teaching, research, and university-industry collaboration. He emphasizes the importance of identifying strategies and building mutual trust between partners in sustaining partnerships. President Ronquillo commends the Taiwanese and Filipino delegates for being responsive to the opportunities to create sustainable partnerships. He points out that Taiwan and the Philippines are at a social, economic and political tipping point, at which the higher education in Taiwan and Philippine would be allies rather than competitors in resolving the potential talent deficit crisis in both countries. Dr. Su acknowledged the efforts of the organizers and delegates who contributed to the forum. She identifies the key developments in economic and education exchanges between Taiwan and the Philippines and encourages the delegates to create the most effective and most responsible educational programs to benefit future generations.

In his opening speech, Director-General Bi stresses the MOE’s commitment to attain the Sustainable Development Goal no. 4 (quality education) of the United Nations, particularly when addressing such issues as educational globalization, technology innovation and industry transformation, and the gap between education and employability. He introduces the policies of the MOE in facilitating international cooperation through key programmes such as SPROUT (sustainable progress), MARKET (talent cultivation), PIPELINE (talent exchange), and PLATFORM (platform for communication). On behalf of CHED, Commissioner Alibin thanks the organizers for this opportunity to strengthen the well-established friendship and cooperation programs between Taiwan and the Philippines. He affirms that CHED always favors the formation of stronger and meaningful ties that promote the internationalization of higher education in the Philippines and promotes stronger economic collaborations that benefit Philippine farmers, fisherfolk, enterprises, civil society, and local governments. He also says that Taiwan-Philippines links would help support the ‘4 domains’ that are prioritized by CHED: (1) transnational education, (2) international R&D alliances, (3) faculty-student exchanges, and (4) resolving the challenges of attaining ‘industry 4.0’.
The forum follows a succession of talks. Topics of talks include “Valuing Research Collaborations in Knowledge-Based Economy,” “Enhancing Inclusion, Immersion and Exchange among Higher Education Institutions in Taiwan and Philippines,” “University Social Responsibilities as a Partnership Platform among Higher Education Institutions in Taiwan and Philippines,” and “Building Bilingual Environment.” After the talks, an open forum hosted by Dr. Eing-Ming Wu, Executive Director of Edu-Connect Southeast Asia Association, invites presidents from different regions of the Philippines to share their experiences and insights. In closing, Dr. Chih-wen Kuo, the Director of the TEC-Philippines and also the Vice President of International Affairs at NSYSU, thanks all the participants and looks forward to more collaboration between the two countries.

TEC-Philippines was established in September 2017 with support from Taiwan’s Ministry of Education. It has been operated by NSYSU through its Philippine office located in the Trinity University of Asia in Manila. TEC-Philippines has been continuously promoting Chinese language learning, studying in Taiwan, and various academic and industrial collaboration since its establishment.
