New credit course on bilingual education for in-service teachers

(Provided by Center for Teacher Education, Institute of Education) In response to the Bilingual Nation by 2030 Policy and the trend of globalization, the Center for Teacher Education at NSYSU has implemented the plan of the Ministry of Education (MOE) and officially launched the first Credit In-Service Course in Bilingual Education. In total, 27 teachers of vocational high schools and 25 teachers of junior high schools enrolled in the course. Having earned the course credits and passed the English proficiency test, one can obtain the bilingual teaching certification by MOE. Director of the Institute of Education and of the Center for Teacher Education Professor Hsueh-Hua Chuang said that the resourceful international NSYSU campus can help cultivate bilingual educators, starting from both in-service teachers and student teachers.

Because of the pandemic, the first part of the Credit In-Service Course on Bilingual Education at NSYSU was held online via videoconference. An interdisciplinary team of teachers of various fields worked collaboratively – including professors of English language, education, physics, chemistry, and biology. English teachers were responsible for the language part, while teachers of subject areas were in charge of the curriculum. This helped create an English learning environment and design a bilingual curriculum for Taiwanese secondary school students and enhance students’ global competency.

The high school teachers who took the Course said that it reshaped their perception of bilingual education and made them realize that it is not only about teaching entirely in English – the most important thing is subject learning. Professor Chuang explained that the aim of bilingual education is to teach students to use English for communication. Teachers of different disciplines and language teachers prepared classes together and analyzed the ideal ratio of second language use to mother tongue use in bilingual education and situations in which each language should be used, so as not to affect students’ willingness to learn and their study results by overemphasizing English. She added that the Course also helped teachers understand the framework for writing bilingual lesson plans, clarify the concept of bilingual teaching, reduce the anxiety about teaching in English among subject teachers and build up their confidence in bilingual teaching.

Professor Chuang also mentioned that NSYSU launched the 10-year project aimed at implementing fully English-language education and has rich bilingual education resources: it established the Regional Resource Center for Bilingual Education in South Taiwan and the Credit In-Service Course on Bilingual Education for Secondary Education, acknowledged by the MOE. In the future, NSYSU’s students and teachers, after completing courses in bilingual education, can obtain a MOE certification confirming their bilingual teaching skills. The Credit In-Service Course on Bilingual Education will continue to promote bilingual education with internationalization and excellent teaching and research capacity, provide quality teaching and learning environment, and not only enhance teachers’ bilingual teaching abilities, but also assist local governments and the K-12 Education Administration in enriching their bilingual education resources by training teachers for the southern region to meet the educational needs of local secondary schools and together nurture the next generation of bilingual talents.
