NSYSU, Taitung Hospital tie alliance

To balance out healthcare resources in urban and rural areas and jointly cultivate medical professionals to serve in mountainous areas, National Sun Yat-sen University, represented by President Ying-Yao Cheng, signed a strategic alliance agreement with Taitung Hospital, Ministry of Health and Welfare, represented by Superintendent Sheng Fan. In the future, the doctors of Taitung Hospital will be invited to teach clinical medicine at NSYSU, while the students will be able to participate in community healthcare service at Taitung Hospital as volunteers to help realize the ideal of good-quality healthcare for all Taiwanese residents, regardless of where they live.

It is very difficult to employ rural doctors. At present many public-financed doctors leave rural areas as soon as their contracts expire. “Retaining medical professionals in rural areas is a common goal of NSYSU and Taitung Hospital”, said President Cheng. To solve medical care problems in remote areas, in addition to the cultivation of empathetic physicians with technological literacy, for “the distance to disappear”, there is a need for such measures as the implementation of AI technology in telemedicine, and the optimization of emergency rescue and medical transport system. The public-financed School of Post-Baccalaureate Medicine that is in the process of establishment, will include professional medical courses, two microprograms: for future medical scientists and medical engineers, as well as a program in healthcare management to provide a diversified and rich learning experience and cultivate interdisciplinary professionals for AI healthcare.

“NSYSU already has the capacity for education and research in smart healthcare” President Cheng pointed out that the Rapid Screening Research Center for Toxicology and Biomedicine (RSRCTB) at NSYSU developed the mass spectrometry and integrated it with a database to detect toxins or drugs on patient’s skin in one minute and succeed in applying this technology in clinical and toxicological treatment. In addition, it can quickly detect drug use and medication abuse to assist individuals in detoxification. In the future, the radar can help detect new viruses, such as SARS-CoV-2, to speed up and enhance the efficiency of the virus detection process. The team of the Department of Electrical Engineering developed the Self-Injection-Locked Radar, 100 times more sensitive than the traditional radar, and combined it with infrared thermal image technology to develop a contactless biological sensing system to timely monitor patients’ heartbeat, respiration, and body temperature. It can be applied in cloud health management, and care systems for the elderly and infants.

Since taking office, Superintendent Fan has been actively strengthening medical care and declared the return of the golden days of the Hospital. He said that there is a high demand for mental health care in Taitung County and currently the hospital has 50 beds in the acute psychiatric ward and 20 beds in the chronic disease ward, in addition to 166 beds in the internal and external medicine, gynecological, pediatric and general wards. Although the hospital is a well-equipped facility, it has a shortage of doctors, and at this stage, the medical workforce is supported by the ministerial hospitals in Changhua, Taichung, Fengyuan and Shuang-Ho. In August last year, Taitung Hospital resumed its 24h psychiatric emergency ward and it is the only hospital in the County that provides round-the-clock psychiatric care. This year (2021), having tied a collaboration, both parties will strive to cultivate medical professionals for rural areas to enhance the quality of healthcare of Taitung Hospital.
