NSYSU Announced the Outstanding Alumni of the 2023 Academic Year

National Sun Yat-sen University (NSYSU) announced the Outstanding Alumni of the 2023 academic year, including five awardees in different categories of Academic Excellence, Business Elite, and Social Service. The recipients are Fun-Kwo Shiah, the research fellow of the Research Center of Environmental Changes at Academia Sinica, Dr. Tim Pan, the Adjunct Associate Professor of the Institute for China Business at The University of Hong Kong, Yu-Ming Chang, the Chairman of SUN YAD Construction Co., Ltd., Jackie Shih, the General Manager of CWisdom Learning Technology, and Shao-Liang Hsu, the Director of Marine National Park Headquarters, Ministry of the Interior. The Outstanding Alumni Award Ceremony will be held at the NSYSU anniversary celebration this year.

The selected outstanding alumnus of the academic excellence category is Fun-Kwo Shiah, a research fellow of the Research Center for Environmental Changes at Academia Sinica. He is an alumnus of the Institute of Marine Biology (now renamed as the Master program of the Department of Oceanography) in 1986 and obtained his PH.D. degree in Marine, Estuary and Environmental Science (MEES) Program at the University of Maryland, U.S.A. Shiah’s research has specialized in biological oceanography, estuarine ecology, and microbial ecology. He had dedicated much effort to the South East Asia Time-series Study (SEATS). One of his significant findings observed an increase in sea surface temperature and decreases in both mixed layer depth and chlorophyll-a concentrations may become a severe environmental and biotic crisis in the South China Sea. Shiah has received the National Science and Technology Council (NSTC) Outstanding Research Award twice. In 2018, he received the Ecological Society of Japan (ESJ) Research Award and has been selected as the Oceanography Discipline Convener of the NSTC since 2022.

The outstanding alumni awardees of the Business Elite category are Dr. Tim Pan, the Adjunct Associate Professor of the Institute for China Business at The University of Hong Kong, and Yu-Ming Chang, the Chairman of SUN YAD Construction Co., Ltd. Dr. Tim Pan was an alumnus of undergraduate programs at NSYSU Department of Electrical Engineering in 1984. He obtained his PhD degree in Electrical Engineering from Washington University in St. Louis and specialized in the information security field. He has founded two technology companies in IC design and large banking systems and earned various international invention patents. Dr. Tim Pan was the former Senior Director of Microsoft Research Asia responsible for the lab’s academic and industrial collaboration. He led a regional team with members based in China, Japan, and Korea, engaging universities, research institutes, industrial partners, and relevant government agencies to establish a cross-industry communication platform. He is passionate about education and cultivates talents in academic and technological fields actively. For his "outstanding achievements in promoting fundamental education in computational thinking," he was awarded the "Individual Outstanding Contribution Award" and selected as an "Artificial Intelligence Expert" by the PRC Ministry of Education. He is also a Microsoft's Global Training Partner and other honors.

Yu-Ming Chang, the Chairman of SUN YAD Construction Co., Ltd., is the alumnus of the Department of Mechanical Engineering (now renamed as the Department of Mechanical and Electro-Mechanical Engineering) undergraduate programs in 1996 and the alumnus of the EMBA in 2012 at NSYSU. He showed his business acumen during college. At the age of 20, he co-founded an insurance broker company with his friends to enter the insurance market. Following the pulse of the times, he invested in cybercafé. At its peak, there were a total of 40 stores that dominated the industry in Taiwan. So far, he has started the business six times, spanning the fields of finance and insurance, chain restaurants, construction, chemical industry, chemistry, electronics industry, and others. He is currently the chairman of five listed companies and has specialized in brand management, creative marketing, and cross-field business, dedicated to running entrepreneurial companies. He has received the National Management Excellence Award (Small & Medium Enterprise General Manager) and received the 45th Model of Entrepreneurs Award from the National Innovation and Entrepreneurship Association in 2022.

The outstanding alumni of the social service category are Jackie Shih, the General Manager of CWisdom Learning Technology, and Shao-Liang Hsu, the Director of Marine National Park Headquarters, Ministry of the Interior. Jackie Shih is an alumnus of the Information Management in Electronic Commerce and Business Analytics part-time master programs in 2005. He is the founder and director of the Alumni Association of MIS, NSYSU. Since 2016, Shih has put resources and effort into remote areas of education as the committee chair of rural area digital care at Rotary International District 3510. Combining his expertise in information technology and echoing the University Social Responsibility and ESG concepts, Jackie Shih promoted the refurbished computers to remote areas project, collected used computers from MIS alumni, called on fellow students to assemble and revitalize used computers, and donated them to disadvantaged students in remote areas so that they can use them at home. He enthusiastically participates in social services, promoting online English tutoring programs in remote areas, sending remote areas kids to KMFA, and international students serving in remote areas. He has also won the Individual Award for Social Contribution from the Education Bureau of the Kaohsiung City Government.

Shao-Liang Hsu, the Director of Marine National Park Headquarters, is an alumnus of undergraduate programs at NSYSU’s Department of Marine Resources (now renamed as the Department of Marine Biotechnology and Resources) in 1989 and a Ph.D. from the Institute of Ocean Technology and Marine Affairs of National Cheng Kung University. He specializes in marine protected area planning and stakeholder theory. He has served as a technician at Shei-Pa National Park Headquarters, a Section Chief at Kinmen National Park Headquarters, a Section Chief, a Secretary, and a Deputy Commissioner at Marine National Park Headquarters. From the beginning of the grassroots level, he has participated in the planning and on-site management of many national parks for more than 20 years, including the overall systematic planning of Kinmen National Park and Marine National Park, and continuing to promote the ecological conservation work of Dongsha Atoll and the South Penghu Marine National Park. He also fostered the Dongsha Atoll Research Station (DARS) project and combined the resources of the NSTC and the academic energy of NSYSU to enhance marine conservation research.
